FOR THE CREATION OF RED HELMETS AT THE UN

René Préval : ‘We thank the whole international community for its mobilisation to bring assistance to Haiti. But there is a problem of coordination of this assistance. It is upstream that the help must be organized and I support firmly the proposition of the former French Minister Mrs Nicole Guedj, which is with us today, to create, following the example of the Blue Helmets who intervene to preserve peace, an international unit under the aegis of the UN, the Red Helmets. This unit would include all the willing countries, so that upstream, this help would be coordinated and would arrive with efficiency the first day and not later. Because there are many lives to be saved. The example of Haiti showed that we loose a lot of time in coordination. I hand over to Mrs Guedj.
Nicole Guedj : ‘Sirs, I just would like to explain how important it is today that the president Préval, on this devestated country, launches this international appeal for the creation of a Red Helmets force, 100% humanitarian, a force to coordinate all the assistance arriving from all over the planet. It is essential to coordinate. We have enough means to save lives. We could have saved, in Haiti, many more lives if not for the lack of coordination. What is at stake is the life of men and women after the disasters. It is to the UN and at this scale that it is necessary to coordinate the action. Thank you, Mister President Preval, to have issued this appeal from your country.’
