But the Haitian earthquake taught us that the generosity of nations must be disciplined.
This occasion gives me the opportunity to note, as I've discussed with the Secretary General earlier, the necessity of creating a humanitarian force of intervention, the Red Helmets, under the auspices of the United Nations, to coordinate responses to disasters that are bound to occur: earthquakes, tsunamis and other disasters due to climate change. International aid must be coordinated downstream for it to express its effectiveness. "
